yes because if you define the variable HOME in the crontab file you will override the default HOME variable of the user.
so the "home" path will change. and every things in the script who use $HOME will point to the new HOME or
every program who expect to read or write something in the home folder of the user will use the new variable.
so it's extremely risky to override this variable

Is it best to leave the HOME variable out of the cron script entirely or should it be set to HOME=/    ?

I think it's better to don't define it.
or to be sure of what you do. as like as I said all command will see the HOME folder you define like as the HOME folder.
then if they need file in HOME they won't find it.
ex: ss keys if they are stored in the home folder. settings files, etc. etc.

I made a tutorial about how to create cron jobs in Manjaro. This is the method that finally worked.
