In your home directory you will find a .config file. It is a hidden file. You will have to ls -al in your terminal to see it. In this file will be a tint2 file and it this file you will find a tint2rc file. I is best to google around a bit and learn what all this file has to do with tint2 operation. Font size in the window titles I don't know. Terminal font size depends on what terminal you are running. I you are running xterm your font size can be set in the.Xresources file in your home folder. Once again this is a hidden file as all .files are. Google is really your friend when it comes to questions like this.

You can also install lxappearance and obconf (I wonder whether they are preinstalled), the first can change the font within windows, the second can set the fonts for window titles and the main menu. There is also a program lxappearance-obconf which can do both.
I can also recommend to try obmenu-generator to create a menu with icons.
There is also a Manjaro wiki article how to improve font rendering.
