Title: [mirrors] offline and outdated mirrors

Some of you might already noticed that I moved mirrors out of the normal queue some times. It simply means they are either offline (https://github.com/manjaro/pacman-mirrors/tree/master/data/offline) or badly outdated (https://github.com/manjaro/pacman-mirrors/tree/master/data/outdated). Please check with them (https://forum.manjaro.org/index.php?topic=22190.0) and report back what their issue is. Only active mirrors I list at http://repo.manjaro.org/. Sadly I've not the time to take much care about mirrors. So I hope somebody will take this task. If IPs need to be whitelisted, just let me know by e-mail.

How to check if the moved mirror is outdated.
Simply compare the content of mirror netzspielplatz (http://mirror.netzspielplatz.de/manjaro/packages/state) with the state file you find in the root folder.

Here is an example for Portugal:

i saw in the git that has the mirror FIS (http://manjaro.fis.unb.br/$branch/$repo/$arch). you can remove, because the server is over!

the mirror of Ecuador sent to an email. the mirror of Portugal is not in (http://repo.manjaro.org/). it was removed? however sent an email to the responsible.

I know now why http://mirrors.ispros.com.bd/ is outdated. They simply reached their diskspace ;)

What about dotsrc.com (Dansih mirror)? Do you know why they haven't synced in a month?

My guess is a broken sync script/cronjob.

The address of the mirror is reachable: http://mirrors.dotsrc.org/manjaro/
Just the main site, that is not.
According to their State file, it hasn't been updated since 18th of August.

Hello Philm, can you please add the mirror http://mirrors.ucr.ac.cr back to the pacman-mirrors file? If you check the manjaro section there http://mirrors.ucr.ac.cr/manjaro/, everything seems to be working as expected, even the 'state' file was updated today.

Is http://ftp.nluug.nl/pub/os/Linux/distr/manjaro/stable/ working properly?
I noticed that I was not getting the updates mentioned on the Manjaro News page; pacman -Syu did not find any updates, either.
It turned out that the first mirror listed in my /etc/pacman.d/mirrorlist was nluug, which seems working but outdated.
Manual update of the mirrorlist solved the issue.

That mirror has not synced in over 388 hours, so it might have been taken down.
Check repo.manjaro.org for mirror status!

mirror.cedia.org.ec mirror.uta.edu.ec and mirror.espoch.edu.ec were using rsync://rsync.las.ic.unicamp.br/pub/manjarolinux/ as the source for syncsing (see https://wiki.manjaro.org/index.php?title=Manjaro_Mirrors in there it is suggested to sync from unicamp). Unicamp is no longer listing manjaro in their repos. It would be advisable to remove or update that info.

I see that mirror.cedia.org.ec is being listed as badly outdated and mirror.espoch.edu.ec and mirror.uta.edu.ec are gone from the mirrorlists http://repo.manjaro.org/

Please let me know if mirror.uta.edu.ec and mirror.espoch.edu.ec will be listed back.

Please let me know if mirror.cedia.org.ec can act as mirror source for south america as no other are listed in south america as mirror source. And let me know from where can mirror.cedia.org.ec sync with some stability/security.

We are reconfiguring mirror.espoch.edu.ec and mirror.uta.edu.ec to get syncsed from mirror.cedia.org.ec at the moment.

mirror.cedia.org.ec is now serving manjaro via rsync as well as the other will be serving via rsync in a few minutes.

oh, please notice mirror.cedia.org.ec mirror.uta.edu.ec and mirror.espoch.edu.ec are using a new directory schema. We are no longer placing manjaro under /manjaro/manjarolinux/ as unicamp used to use. But we are now placing all the distro under /manjaro/
