If I switch to the virtual console with ctrl-alt-f1 (or f2, f3...) and log in, I would like to start a second desktop even though my user is already running a desktop. Instructions for what I want to do is contained in this post for Ubuntu 12.04: http://ubuntuforums.org/showthread.php?t=2101504. However, that post says to modify /etc/X11/Xwrapper.config, changing the line allowed_users=console to allowed_users=anybody, but that file does not exist in Manjaro.

So, what is the correct way to tell Xorg allowed_users=anybody in Manjaro?
