Did you look into ~/.config/plank/dock1/settings?
No options in there?

There is a setting to make it show up on all virtual desktops, but it doesn't work with KDE. It seems that it doesn't know how to work with Plasma virtual desktops correctly. When I wanted a dock on KDE, I struggled with this problem for awhile and eventually just decided to make a fake dock using another panel with an icons-only task manager. You can make it centered and only spanning part of the screen if you want, so it basically performs the same function as a dock, albeit not as fancy. That being said, if there is a fix or workaround for this problem, I'd like to know.

FYI, I also tried docky and it had the same problem.

cairo-dock works in Plasma, appears on all desktops.

Thanks everyone for your responses, I asked a question on the plank support site which hasn't been answered yet.  I'll respond if that leads to anything, but it sounds like it will not.

Thanks for the information, I saw the 'Restrict to Workspace' option in plank and have it turned off.  I thought it made the most sense to be the setting you are referring to.  It definitely isn't working.

I tried using a fake dock first using another panel, but it irritated me.  Although I had it set to auto-hide it would pop-up when I changed workspaces and stayed there until hovering the mouse over it.  I think it would also pop-up when I changed applications and stay visible.

I'll try cairo-dock next.

This was the response from Plank support:
It does normally span all workspaces and is using gtk_window_stick to accomplish it.

https://developer.gnome.org/gtk3/stable/GtkWindow.html#gtk-window-stick

I moved on to Cairo-Dock, it is working well.  Did have to restart after installing for it to show up on in all workspaces.

Stumbled upon this topic since I had this problem too.
I found a solution that works for me in this bug report: https://bugs.launchpad.net/plank/+bug/1523089

The problem is solved by starting plank from a script instead.

Perhaps another solution could be to add a delay to the .desktop file.
